EU Digital Identity Wallet: What Does It Mean for the Swedish Public Sector?



With the latest update of the EU regulation on electronic identification and trusted services (eIDAS), the EU Digital Identity Wallet (EUDI) is introduced. This identity wallet aims to scale up the use of digital identities within and between member states while giving users greater control over the data shared with various services.


Infrastructure and Technology

The EU Digital Identity Wallet is based on decentralized identity and Verifiable Credentials. The system consists of three parties:


Issuer: Certifies that an attribute about an individual is correct, such as date of birth, degree certificate, nationality, or blood group.


Holder: Stores the attested attributes. The digital wallet belongs to a physical individual and is typically an app on a mobile phone.


Verifier: The party that needs proof to allow the user to perform a task, such as logging into a service, getting a discount based on membership, or accessing material based on nationality or degree certificate.


Implementation in the Public Sector

By the end of 2026, it will be mandatory for public sector services to be able to consume identities stored in the EU Digital Identity Wallet (EUDI). While this may seem like a long time away, past experiences with eIDAS requirements have shown the importance of starting planning immediately.


Consumption of identity wallets will impact all organizations.

Some organizations within the public sector will also act as issuers.
